Cen: Uh, I'm not the creator (see source), but I make my own animated sprites in PS. Paint or other programs can work too if you're willing to upload each frame as it's own file and then make it animated.

Biodeamon: MS paint is pretty good for sprites. However if you have Steam, you can download Game Maker and have alot more technology at your disposole.
However speaking as a sprite artist, it is not easy. making a single can take more than half an hour if you're lucky. It take masive amounts of precision, patience and thinking to do it right.

bipface: Something like GIF Movie Gear could be used for combining the sprites into an animation.
