In typical growth, the clitoris begins to grow, if the child is male, it grows fully into a penis, if female, it stops there. If the x chromosomes show early enough, they prevent growth in that location at all rather than simply stopping what has already started, resulting in no clitoris. Unfortunate perhaps, but not uncommon.
